- I've been reading a RAND Corporation report, "RAND's Role in the Evolution
- of Balloon and Satellite Observation Systems and Related U.S. Space
- Technology", RAND report R-3692-RC, by M.E. Davies and W.R. Harris,
- September 1988. Here's an interesting quote about 2 highly classified (at
- the time) programs that involved cameras attached to balloons, sent over
- the Soviet Union:

- "The secrecy respecting the actual operating missions of Project GOPHER
- and later Project GENETRIX, contributed to the 'flying saucer'
- speculations of many nations:"
- "A further advantage, or disadvantage, of plastic balloons is that
- from a distance they look remarkably like flying saucers. When floating at
- ceiling altitude, their configuration is somewhat saucer-shaped; and they
- can either hover for a week over much the same spot or cruise at 250 miles
- per hour in the jet stream. They can be seen with [the] unaided eye
- glistening at altitudes above 100,000 feet.... In addition, metallic
- masses of more than a ton may be lifted by these vehicles, thus giving
- radar returns not usually associated with balloons."
- "In the early days of plastic ballooning, in fact, it was sometimes
- possible to track a long-distance flight from Holloman or from some other
- center of balloon operations, such as Minneapolis-St. Paul simply by
- following flying saucer reports in the daily papers." (page 43)

- Interestingly, the operating locations used for these balloons (and others
- such as MOBY DICK or MOGUL) were places like Holloman AFB, New Mexico, and
- Edwards AFB, California, and the state of Washington (remember the Arnold
- "sighting"?), areas associated with a number of UFO sightings. Also, many
- of the documents cited in the RAND report remain classified to this day,
- 40 years later. The U.S. Air Force started projects that addressed the
- need for satellite and balloon reconnaissance systems in early 1946,
- before UFO sightings were reported starting in 1947. I hate to disappoint
- a lot of "true believers" but I really think that a lot of UFO events from
- that period, including the Roswell incident, were in fact clandestine
- balloon operations. (Take a look at a map of New Mexico and look how close
- Holloman AFB is to Corona, site of the supposed crash.)
